selling with no reserve and no added on packing/handling fees. Buyer pays only for shipping as determined by the eBay shipping calculator which varies by your location.
The plates weigh 8.8 ounces before packing, so, they can ship in a VERY WELL PADDED 1st class envelope or FLAT RATE PRIORITY MAIL padded ENVELOPE at the 1 pound. You can choose Shipping on  the invoice.
As stated in the “CONDITION “ part of the listing, the 97 D plate has an extra bottom hole drilled in it, and other than a slight crimp on corners, they look to be in very nice condition.
Minor scratches on the 97 C just above the letters “TTS”, and another upper left corner.
Both have paint loss around the mounting holes
I don’t know the official way to grade them, so I leave that up to you by examine and enlarging the photos. All flaws are show, and some highlighted in yellow.
